Minutes of the Meeting of the Rootstown Township Zoning Board of Appeals
December 20, 2011

The regular meeting of the ROOTSTOWN ZONING BOARD OF APPEALS was held on Tuesday, December 20, 2011 at 7:00 P.M. at the Rootstown Town Hall.

Mrs. Saillant called the meeting order. She introduced the Board members and explained the evenings' procedures. She explained to Mr. Hawk that he had a choice of being heard by a 4 member board or coming back when a full board was present. Mr. Hawk said he would be heard tonight.

The first item on the agenda was an application for a variance for rear, side and front yard setbacks for property located at 4263 Sabin Drive submitted by:

Mrs. Saillant swore in Dave Hawk, Four Points Architectural Services, 2850 South Arlington Rd., Akron, Jennifer King, NDS, 120 E. Main, Ravenna and Jim Mahood, Zoning Inspector.

Mr. Hawk stated that they started the project for rehab; they found out there was a little gulch with a gas line easement on the property. They had to come up with a plan to maintain the 36 units and also put some distance between the residents and gas line easement. There could be a rupture in the gas line. He said what they were proposing was a two story building. He passed out a larger print of the building to the Board members. They will be increasing the parking now 39 spaces by 11 spaces for a total of 50. There would be a new community building.

Mrs. Hamilton asked about the parking around community building. Mr. Hawk said there would be some parking in front of it.

Ms. Milnes said her question was why they were doing it; but it was already answered because of the gas line.

Mr. Ball asked if the original building was just a single story. Mr. Hawk said the original building existed; they were just being rehabbing. He said they were tearing down 3 buildings and leaving 3 buildings.

Mrs. Saillant asked about the outside lighting. Mr. Hawk said there would new lighting in the new parking lot because of it being an elderly complex. There was a light right next to the door entry so they would come on and off automatically.

Mrs. Saillant asked the audience if there were any questions, comments, or concerns. There were none.

Resolution ZBA 2011-015. Ms. Milnes made a motion to grant the variance from Section 310.06, A, 1, A as presented. Mr. Ball seconded it. A vote was taken as follows: Ball - Yes Hamilton - Yes Milnes - Yes Saillant - Yes. The motion carried unanimously (4/0).

Resolution ZBA 2011-017. Mrs. Saillant made a motion to accept the minutes of November 15, 2011 as presented. Mrs. Hamilton seconded it. The motion carried unanimously (4/0).

Mrs. Saillant made a motion to adjourn the meeting. Ms. Milnes seconded it. Mrs. Saillant adjourned the meeting.
