MINUTES OF THE ROOTSTOWN TOWNSHIP TRUSTEES
October 13, 2009

The regular meeting of the Rootstown Township Trustees opened at 5:30 p.m. on October 13, 2009. Those in attendance were Trustees Bonnie Howe, Diane Dillon and David Armentrout, JoAnn Townend, Fiscal Officer, Darrell Stephens, Jim Mahood, Van Black and Julie Gonzales.

Resolution No. 2009-199 – Motion was made by David Armentrout and seconded by Bonnie Howe to accept the minutes with changes of September 22, 2009. Upon roll call the vote as follows: Bonnie Howe, yea, David Armentrout, yea, Diane Dillon, yea.

The Board agreed to change the trick or treat for Saturday, October 31, 2009 from 3:00 PM – 5:00 PM instead of 2:00 PM – 5:00 PM.

Michael Roloson, Eagle Scout was present to inform the Trustees that he has finished the project at the park. The Trustees asked that he seal the dock and the picnic tables at the park and engrave “Rootstown Township” on the benches. It took 178.5 hours. The Trustees are pleased with Michael’s work and wish him luck.

ROAD SUPERINTENDENT REPORT

The oil tanks have been removed and are waiting for the final report from BUSTR.

Darrell will be ordering 200 tons of salt. They have some left over from last year.

Darrell said a resident on Campbellsport Road requested another step be installed at the old post office. There is left over flagstone that they can use so the step not so high.

Darrell received the following quotes to reinforce the 12” block at the Townhall:

Resolution No. 2009-200 – Motion was made by David Armentrout and seconded by Diane Dillon to hire Craig Young Construction to reinforce the blocks at the Townhall in an amount not to exceed $4,350.00. Upon roll call the vote as follows: Bonnie Howe, yea, David Armentrout, yea, Diane Dillon, yea.

There are several signs that are still on order. They are having difficulty with the art work.

Three of the four trucks are ready for snow.

Darrell reported that Bill Hahn is not interested in removing the old storage shed at the cemetery. It is too big.

Resolution No. 2009-201 – Motion was made by David Armentrout and seconded by Diane Dillon to order at 10 yard box from Bagit to remove the old storage shed at Homeland Cemetery in an amount not to exceed $275.00. Upon roll call the vote as follows: Bonnie Howe, yea, David Armentrout, yea, Diane Dillon, yea.

Darrell reported several trees at the Townhall need to be removed.

A resident on Camp Road informed Darrell of a dead tree that needs to be removed. Darrell will get quotes.

The foundations have been poured at the cemetery.

Darrell suggested installing the gates at the park approximately 30’ off the road. The Board agreed.

They will be storing the picnic tables and benches in the pavilion at the park. Darrell suggested to tarp and chain them.

Diane said Ken Christensen from Davey Tree has 2 inch in diameter trees for the park at $68.00 per tree. She suggested purchasing eight (8) of them.

Dave scheduled a meeting with KLA Risk Consulting to review the policies and signs. The meeting is scheduled for Thursday, October 22nd at 10:00 AM at the fire station. This firm will offer suggestions to our policies.

ZONING INSPECTOR REPORT

There were sixteen (16) acts of business.

Jim reported one of the Zoning Board of Appeals meeting Mr. John Denning of Tallmadge Road was given a year to pave or chip & seal his parking lot. His year has now exhausted.

Resolution No. 2009-202 – Motion was made by Diane Dillon and seconded by David Armentrout for Jim Mahood to work with Chris Meduri, Portage County Prosecutor’s Office for legal council in regards to John Denning not paving or chip and sealing his lot within a year as recommended by the Zoning Board of Appeals. Upon roll call the vote as follows: Bonnie Howe, yea, David Armentrout, yea, Diane Dillon, yea.

Resolution No. 2009-203 – Motion was made by David Armentrout and seconded by Diane Dillon to authorize Jim Mahood, Zoning Inspector and any member of the Rootstown Zoning Commission or Zoning Board of Appeals to attend the 2009 Ohio Cleveland Planning & Zoning Workshop on Friday, November 13, 2009 in an amount not to exceed $85.00 per person if registered by October 31st. Upon roll call the vote was as follows: Diane Dillon, yea, David Armentrout, yea, Bonnie Howe, yea.

Jim will give JoAnn the complete list of members who are interested in attending the Workshop.

Jim and John replaced the storm windows in the rental house.

Jim reported the telephones in the Townhall have a lot of static. Danny Dillabaugh volunteered to take a look at them to make sure it isn’t in the line. The Board authorized Jim to get quotes to purchase cordless telephones.

FIRE CHIEF’S REPORT

Diane Dillon reported the following:

Resolution No. 2009-204 – Motion was made by David Armentrout and seconded by Diane Dillon to replace two (2) tires for the tanker truck from Ravenna Tire in an amount not to exceed $2,000.00. Upon roll call the vote was as follows: Diane Dillon, yea, David Armentrout, yea, Bonnie Howe, yea.

There were nine (9) applicants that applied for the captain’s position. There were six (6) applicants that had exceptional scores. These applicants will be tested at Summit Physiological.

The First Alert System is almost up and running. Bobby Wain is working in conjunction with Ravenna Dispatch. Ravenna Dispatch will be monitoring the more severe weather such as tornados because they form quicker. The shift leader will be the only authorized person to use the system.

RESIDENT’S COMMENTS

Gary Snyder of Ruth Drive was present regarding the ongoing issue he has with his neighbor’s six (6) barking dogs. He has been in contact the Dog Warden and received forms from Jim Mahood. Mr. Snyder said the Sheriff’s Office is still abiding by the current rule the Trustees have on file. On September 27th Mr. Snyder called the Portage County Sheriff’s Office and a report was made. He gave a copy to Julie to make copies for the Trustees. Vera Hamrick received the map of Rootstown in the mail and really appreciates it.

FISCAL OFFICER

Resolution No. 2009-205 - Motion was made by David Armentrout and seconded by Diane Dillon upon the recommendation of the Portage County Engineer to accept the following roads in the New Milford Estates Subdivision:

In response to the September 22, 2009 notice from the Ohio Division of Liquor Control a request for transfer of liquor license from Giant Ohio LLC to Queen Petroleum Corporation dba Giant Oil & Beverage, 4472 State Route 44, Ravenna, Ohio, the Trustees agreed not to request a hearing and authorized the Fiscal Officer to sign and return the Notice.

Resolution No. 2009-206 – Motion was made by David Armentrout and seconded by Diane Dillon to enter into a health benefits reimbursement arrangement with OTARMA. Upon roll call the vote as follows: Bonnie Howe, yea, David Armentrout, yea, Diane Dillon, yea.

Resolution No. 2009-207 – Motion was made by Diane Dillon and seconded by David Armentrout to enter into an administration agreement with Myriad Health for a HRA. Upon roll call the vote as follows: Bonnie Howe, yea, David Armentrout, yea, Diane Dillon, yea.

Resolution No. 2009-208 - Motion by David Armentrout and seconded by Diane Dillon pay bills on file with the Fiscal Officer. Upon roll call the vote as follows: Bonnie Howe, yea, David Armentrout, yea, Diane Dillon, yea.

The Trustees acknowledged the receipt from the Portage County Board of Elections advising that the galley proofs of all ballots for the November 3, 2009 election are now on display.

UNFINISHED BUSINESS

Dave has not heard anything from Eddie regarding the Swinehart sign for the pavilion at the park. Dave will stop and see him. Dave reminded the Trustees about the employee evaluations that are conducted in November.

NEW BUSINESS

Dave suggested contacting Record Courier to place an ad for vacancies in the Zoning Commission and Zoning Board of Appeals Boards. Diane asked if any of the alternates were interested in being promoted. Dave will check.

Dave attended the chamber meeting and they will be offering a Candidate’s Night on October 29th at 7:00 PM at the Rootstown High School Gymnasium.

Dave will be attending the Regional Planning Commission meeting tomorrow. There is nothing on their agenda regarding the township.

Resolution No. 2009-209 – Motion was made by David Armentrout and seconded by Diane Dillon for the Rootstown Township Trustees to move into executive session at 6:50 PM to discuss property issue. Upon roll call the vote as follows: Bonnie Howe, yea, David Armentrout, yea, Diane Dillon, yea.

Resolution No. 2009-210 - Upon conclusion of the above referenced discussion a motion was made by David Armentrout and seconded by Diane Dillon that the Rootstown Township Trustees move out of executive session at 6:51 PM. Upon roll call the vote as follows: Bonnie Howe, yea, David Armentrout, yea, Diane Dillon, yea.

After exiting Executive Session, the Trustees took no action.

Resolution No. 2009-211- Motion was made by David Armentrout and seconded by Bonnie Howe to participate in the Community Awareness Day. The Board also agreed to pay the registration fee in an amount not to exceed $25.00. Upon roll call the vote as follows: Bonnie Howe, yea, David Armentrout, yea, Diane Dillon, yea.

Resolution No. 2009–212 - Motion by David Armentrout to adjourn at 7:00 p.m.
