MINUTES OF THE ROOTSTOWN TOWNSHIP TRUSTEES
September 13, 2011

The regular meeting of the Rootstown Township Trustees opened at 5:30 p.m. on September 13, 2011. Those in attendance were Trustees Brett Housley, Bonnie Howe and Diane Dillon, JoAnn Townend, Fiscal Officer, Chief Charles Palmer, Bill Hahn, Jim Mahood, Van Black, and Julie Gonzales.

Also attending Vera Hamrick, Michael Roloson and Joe Paulus.

Resolution No. 2011-146 – Motion was made by Bonnie Howe and seconded by Diane Dillon to accept the minutes of August 23, 2011. Upon roll call the vote as follows: Brett Housley, yea, Bonnie Howe, yea, Diane Dillon, yea.

Resolution No. 2011-147 – Motion was made by Bonnie Howe and seconded by Diane Dillon to accept the special meeting minutes of August 30, 2011. Upon roll call the vote as follows: Brett Housley, yea, Bonnie Howe, yea, Diane Dillon, yea.

ZONING INSPECTOR REPORT

There were seven (7) act of business.

Jim reported two (2) variances applications and one (1) conditional permit were completed.

Jim gave the Board a copy of a letter from Woody Goodnight (Manager of Angelo’s Pizza of Rootstown) addressed to Chris Meduri.

JoAnn will order pre-stamped envelopes for the Zoning Department.

The copier is up and running and they are now able to print and fax.

ROAD SUPERINTENDENT REPORT

Bill heard the Water Company is going to install another water line at the water tower. Bill said the contractor is going to begin re-paving Pfile Drive next week and he is concerned about them damaging the road. Bill will contact Bill Madlem at the Water Company.

Bill reported the sewer pumps are fixed and Mark Hirst has not submitted an invoice.

Bill received the request to proceed for the Issue 2 road improvement project.

They repaired two (2) catch basins in Bird Development.

Bill received a quote for a crack master supreme machine. This is a single component, hot-applied, rubberized asphalt crack and joint sealant. It will increase the longevity of the roads. Bill will be visiting Seal Master to go over the machine.

Resolution No. 2011-148 – Motion was made by Bonnie Howe and seconded by Diane Dillon to purchase a crack master supreme from Seal Master in amount not to exceed $ 3,895.00 pending upon the recommendation of Bill Hahn, Road Supervisor. Upon roll call the vote as follows: Brett Housley, yea, Bonnie Howe, yea, Diane Dillon, yea.

Cemetery

They have not received the markers yet.

There were no funerals since the last meeting.

Park

The crew started working on the trails for the park.

Diane suggested purchasing several more trees for the park this year. Bill will check with the nursery on State Route 44 to see if they would be willing to donate some.

FIRE CHIEF REPORT

Chief Palmer reported they are currently completing the grant application for the 2012 Firefighters Grant from the Federal Government.

Resolution No. 2011-149 - Motion was made by Diane Dillon and seconded by Bonnie Howe to apply for the 2012 Firefighters Grant from the Federal Government. The total cost of the grant is $106,000.00 and requires a 5% match which is $5,303.00. This grant will pay for EMS equipment to update the cardiac monitors. They are currently completing their annual hose testing which is required by NFPA and ISO to maintain current classification.

Chief Palmer reported on September 28th, 29th & 30th they will be driving to Wisconsin to look at the new truck. It will be delivered around the first week of October.

Diane reported on November 14th, a local veterinarian is teaching a class to the Rootstown Fire Department on pet CPR.

RESIDENT COMMENTS

Brian Grose, representative from S & S Energy was present to inform the Trustees they will be drilling on the Horning property located on Lynn Road behind the car wash. Mr. Grose said once drilling is completed there will only be a pick up truck going in and out checking the well once a week. Bill will check with the County regarding bonding.

Dave Moulton, representative of the Rootstown Chamber of Commerce was present to inform the Trustees that they would like put a gazebo on the Congregational Church lawn. Church Council may have some issues and would like to know as a “site b” if the Trustees would object if they put it the gazebo on the Town Hall property. Bill Hahn also suggested the park. The Board agreed to discuss it further.

The Trustees interviewed Mr. Tom Giovangnoli for the Zoning Commission or the Zoning Board of Appeals Board.

Resolution No. 2011-150 – Motion was made by Diane Dillon and seconded by Bonnie Howe to open the public hearing at 6:50 PM for ZC 2011-002 Section 230.88 Temporary Vendors. Upon roll call the vote as follows: Brett Housley, yea, Bonnie Howe, yea, Diane Dillon, yea.

The Trustees had a couple of concerns and after discussion the Board made the following resolution:

Resolution No. 2011-151 – Motion was made by Bonnie Howe and seconded by Diane Dillon to table the public hearing for ZC 2011-002 Section 230.88 Temporary Vendors until the Boards next scheduled meeting on Tuesday, September 27th. Upon roll call the vote as follows: Brett Housley, yea, Bonnie Howe, yea, Diane Dillon, yea.

UNFINISHED BUSINESS

The Trustees are working on drafting a revised Hot Stove agreement.

The Board agreed to have the employee evaluations completed by October 11th. The Trustees are available if any employee wishes to speak to them.

The Board agreed to appoint Diane Dillon as the liaison for the Water Company hydrant issue.

NEW BUSINESS

Diane reported that the Chamber of Commerce will be hosting a “Candidates Night” on October 25th at 7:00 PM at the Rootstown High School. The Board agreed to change the Board meeting to begin at 5:00 PM instead of 5:30 PM on October 25th.

Resolution No. 2011-153 – Motion was made by Bonnie Howe and seconded by Diane Dillon to participate in the Rootstown Community Expo. The Board also agreed to pay the booth registration fee in an amount not to exceed $25.00. Upon roll call the vote as follows: Brett Housley, yea, Bonnie Howe, yea, Diane Dillon, yea.

FISCAL OFFICER

Resolution No. 2011-154 - Motion by Diane Dillon and seconded by Bonnie Howe to pay bills on file with the Fiscal Officer. Upon roll call the vote as follows: Brett Housley, yea, Bonnie Howe, yea, Diane Dillon, yea.

Resolution No. 2011-155 – Motion was made by Bonnie Howe and seconded by Diane Dillon to appoint Tom Giovangnoli as an alternate to the Zoning Board of Appeals Board term ending December 31, 2012. Upon roll call the vote as follows: Brett Housley, yea, Bonnie Howe, yea, Diane Dillon, yea.

Brett will call Mr. Giovangnoli this evening.

Resolution No. 2011-156 – Motion was made by Diane Dillon and seconded by Bonnie Howe to authorize JoAnn Townend, Fiscal Officer to sign the notice from the Ohio Division of Liquor Control’s request for a new liquor license for Rootstown 44 Corp 1st Floor, 4809 S. Prospect Street, Rootstown Township, Ravenna, Ohio. Upon roll call the vote as follows: Brett Housley, yea, Bonnie Howe, yea, Diane Dillon, yea.

Resolution No. 2011-157 – Motion was made by Diane Dillon and seconded by Bonnie Howe to renew the lighting district agreement for the following years 2011, 2012, 2013, 2014 and 2015. There are four (4) lighting districts: Lakewood, Filmore, Bird and Cornerstone. Upon roll call the vote as follows: Brett Housley, yea, Bonnie Howe, yea, Diane Dillon, yea.

JoAnn gave the Trustees a copy of a letter from Chris Meduri regarding the Rootstown Water Company.

Resolution No. 2011-158 – Motion was made by Bonnie Howe and seconded by Diane Dillon to set trick or treat for Sunday, October 30, 2011 from 2:00 PM – 4:00 PM. Upon roll call the vote as follows: Brett Housley, yea, Bonnie Howe, yea, Diane Dillon, yea.
