MINUTES OF THE ROOTSTOWN TOWNSHIP TRUSTEES
August 9, 2011

The regular meeting of the Rootstown Township Trustees opened at 5:30 p.m. on August 9, 2011. Those in attendance were Trustees Brett Housley, Bonnie Howe and Diane Dillon, JoAnn Townend, Fiscal Officer, Bill Hahn, Jim Mahood, Van Black, and Julie Gonzales.

Resolution No. 2011-128 Motion was made by Bonnie Howe and seconded by Diane Dillon to accept the minutes of July 27, 2011. Upon roll call the vote as follows: Brett Housley, yea, Bonnie Howe, yea, Diane Dillon, yea.

ROAD SUPERINTENDENT REPORT

Bill contacted Debi from the Rootstown Water Company regarding the water trucks destroying August Drive. Bill suggested using Industrial Parkway next to E-check instead. Debi seemed to think that was a good idea and would make the arrangements.

The Road Crew installed a crossover pipe on Gower Road.

Bill updated the Maintenance of Equipment form.

The Road Crew replaced a drive pipe and fixed five (5) sinkholes on Sanford Road.

Cemetery

Bill met with Rob Szuch regarding surveying the new lots at Homeland Cemetery. It will be completed in 2-3 weeks.

Resolution No. 2011-129 Motion was made by Bonnie Howe and seconded by Diane Dillon to purchase twenty (20) grave markers at a cost not to exceed $240.00. Upon roll call the vote as follows: Brett Housley, yea, Bonnie Howe, yea, Diane Dillon, yea.

There were no funerals since the last meeting.

Park

The Road Crew has been extending the parking lot at the Clara Root Pavilion. It should be finished before this weekend.

Bonnie asked Bill to check the women's restroom at the park; the water keeps running.

The roadside mower is still being repaired. Diane asked Bill for safety to mow the intersection of Lynn and Rootstown Roads. Bill said they were also going to mow at the intersection of Camp and Hattrick Roads.

Diane spoke to Mark Hurst regarding the repairs made to the sewer pump. Bill said during the winter when the parking lot was plowed, the pump was plowed over by a former road crew employee and broke the lid and rocks got into it.

Resolution No. 2011-130 Motion was made by Bonnie Howe and seconded by Diane Dillon to conduct emergency repair on the sewer pump located behind the old post office at the Township garage. Since rocks got into the pump, it is not under warranty. Upon roll call the vote as follows: Brett Housley, yea, Bonnie Howe, yea, Diane Dillon, yea.

ZONING INSPECTOR REPORT

There were six (6) act of business.

Jim reported two violation letters were sent; one for a zoning certificate and for an abandoned house.

Diane asked the status of the Magargee house on Lynn Road. Jim spoke to the owner (Jason) and the house should be down by the first snowfall. The Board agreed to have Jim to send the owner a violation letter.

A variance application was applied by James Berger on State Route 44 for a detached garage.

Jim and several members of the Zoning Commission attended the Zoning Seminar. He will share the information he received with the other members.

Jim shared his experience with Mr. Goodnight who runs Angelo's Pizza at the corner of Tallmadge Road and St. Rt. 44 regarding the signage.

Dane Denham from Toshiba was present to review the quote for the new copy machine for the Zoning and Road Departments.

Resolution No. 2011-131 Motion was made by Bonnie Howe and seconded by Diane Dillon to purchase a E-Studio 255 copy machine from Toshiba at a purchase price of $5,919.00 to also include 10,000 click annual service agreement in the amount of $103.00. Upon roll call the vote as follows: Brett Housley, yea, Bonnie Howe, yea, Diane Dillon, yea.

Resolution No. 2011-132 Motion was made by Bonnie Howe and seconded by Diane Dillon to order a line for the copy machine to connect to the fax machine. Upon roll call the vote as follows: Brett Housley, yea, Bonnie Howe, yea, Diane Dillon, yea.

Resolution No. 2011-133 Motion was made by Bonnie Howe and seconded by Diane Dillon to declare obsolete and authorize to removal of the Toshiba-365 (old copy machine). Toshiba will remove the machine from the Zoning Office. Upon roll call the vote as follows: Brett Housley, yea, Bonnie Howe, yea, Diane Dillon, yea.

Gary Urcheck, Hall-Green Agency, Inc. was present to discuss health benefits.

Bob Moses, applicant for the Zoning Commission or Zoning Board of Appeals was present. The Board interviewed Mr. Moses and made the following resolution:

Resolution No. 2011-134 Motion was made by Bonnie Howe and seconded by Diane Dillon to appoint Bob Moses to the unexpired term of Amanda Lewis to the Zoning Commission expiring December 31, 2013. Upon roll call the vote as follows: Brett Housley, yea, Bonnie Howe, yea, Diane Dillon, yea.

UNFINISHED BUSINESS

Jack Duffy has no historical plans on the old fire station.

The Board agreed to send a demand letter to a former employee Darrell Stephens for reimbursement of $522.82 that was charged by the employee or employee's family to his Rootstown Township medical debit card after the employee was no longer employed by Rootstown Township.

FISCAL OFFICER

Resolution No. 2011-135 - Motion by Bonnie Howe and seconded by Diane Dillon to pay bills on file with the Fiscal Officer. Upon roll call the vote as follows: Brett Housley, yea, Bonnie Howe, yea, Diane Dillon, yea.

Resolution No. 2011-136 - Motion by Bonnie Howe to adjourn at 7:15 p.m.
