MINUTES OF THE ROOTSTOWN TOWNSHIP TRUSTEES
June 8, 2010
The regular meeting of the Rootstown Township Trustees opened at 5:30 p.m. on June 8, 2010. Those in attendance were Trustees Diane Dillon, Bonnie Howe and Brett Housley, JoAnn Townend, Fiscal Officer, Chief Charles Palmer, Darrell Stephens, Jim Mahood, Van Black, and Julie Gonzales.
Resolution No. 2010-087 Motion was made by Bonnie Howe and seconded by Brett Housley to accept the minutes of May 25, 2010. Upon roll call the vote as follows: Diane Dillon, yea, Bonnie Howe, yea, Brett Housley, yea.
Resolution No. 2010-088 Motion was made by Bonnie Howe and seconded by Brett Housley to accept the special meeting minutes of June 3, 2010. Upon roll call the vote as follows: Diane Dillon, yea, Bonnie Howe, yea, Brett Housley, yea.
ROAD SUPERINTENDENT REPORT
The County Engineer completed the cost estimate for the 2011 Issue 2, Round 25 project. The cost is $178,000.00. The paperwork is due June 18th. The following roads will be re-paved in 2011.

It will take 4 weeks for the parts to be ordered by Henderson Truck Equipment for the new truck then an additional 4 weeks to do the installation. The radio has been installed but the lettering has not been done.
Darrell is still waiting on more quotes for the bed liner for Bills truck.
Cemetery
There was one (1) funeral since the last meeting.
The Board asked if there was a rules & regulations sign posted at the cemetery. Darrell said there is one at the entrance and the other was never put back up when the old storage shed was removed. Darrell suggested putting it on the back side of the location map. The Board asked Darrell to check to make sure the rules & regulations are up to date and to make sure the funeral homes have them to hand out.
Park
Darrell suggested installing the water spigot by the concession stand door at the park and the shut off valve inside the concession stand.
Carl Schrickel a resident of Lynn Road was present to thank the Board for having the trailer removed from an adjacent property. His neighbor has been mowing the yard. Mr. Schrickel reported that a spillage sign has been knocked down for approximately a year. Darrell said the City of Ravenna installed it. Darrell will contact them. Mr. Schrickel said someone keeps moving the barricades the Township put up on Lynn Road where it is closed due to the collapsed culvert pipe. Darrell said someone keeps cutting the straps. The Board asked Darrell to contact the County Engineer to see what type of barricade they suggest. Mr. Schrickel thanks the Road Department for plowing the roads in the winter. They do a great job and he really appreciates it very much.
Diane said the road sign at the corner of Lakewood Road and Bird Drive is still down. Darrell will contact the County Engineer.
ZONING INSPECTOR REPORT
There was eleven (11) act of business.
Jim has sent several violation letters to a resident on Greenwood Drive. He would like permission to contact Chris Meduri.
Resolution No. 2010-089 Motion was made by Brett Housley and seconded by Bonnie Howe to give Jim Mahood permission to contact Chris Meduri, Portage County Prosecutors Office regarding the resident on Greenwood Drive. Jim received several complaints regarding vacant property. Brett has been investigating the possibilities and we may need to update our ordinance. There was an article in the Record Courier and Beacon Journal regarding this issue.
Jim spoke to the tenant next door regarding repairs that needs to be done that could be funded by the NOPEC grant. Jim said there are approximately nine (9) windows that need to be replaced. This proposal will be submitted to NOPEC.
Jim reported the rental house flooded again this past weekend.
Diane would like all the NOPEC paperwork submitted to her by the end of June.
Jim said the pavilion has been booked all weekends in June and all but one in July.
Jim suggested having a Zoning Town Hall Meeting so residents could have the opportunity to ask questions regarding zoning in Rootstown. The Board agreed that it would be a good idea and asked him set a date.
The Board received an e-mail from Bonnie Klusty regarding the 2008 Rootstown Zoning Board of Appeals Meeting minutes that are posted on the Township web site. She believes these minutes contain false allegations and are degrading and causing her family to suffer unnecessary scrutiny. The Board understands her feelings but believes the minutes should not be removed from the web site. Diane suggested that in the future she will suggest to the ZBA Board to not have residents comments verbatim. Diane has been in contact with Chris Meduri. Brett agreed to give Ms. Klusty a courtesy call.
FIRE CHIEF REPORT
For the month of May the following calls were made:
EMS: 47 Mutual Aid: Fire: 17 Given: 7 Car Accidents: 3 Received: 2 Total: 67 Chief Palmer reported the appropriations increased $5,090.00 for 2010 from the three fire levies. The breakdown is as follows:
Levy 2009 2010 .9 Mill $151,174.00 $152,250.00 1.3 Mill $167,515.00 $168,074.00 2.85 Mill $481,237.00 $484,692.00 The total appropriation for 2009 was $799,926.00. This year the appropriation is $805,016.00.
Chief Palmer gave the Trustees an e-mail from TRZ Communications regarding the recent failure of the notification system for the tornado warning system. It appears to have been an electrical failure from their sever site in Cleveland.
Chief Palmer has filed a claim for the Expedition and it will be repaired on Monday. He is in contact with the Townships insurance.
The Board asked for a timeframe to replace the ambulance. Chief Palmer said it usually takes approximately three (3) months to build. They are currently looking into an ambulance in Canada. He will set a meeting with JoAnn to discuss his budget.
Chief Palmer reported they are still having the on going problem with the basement flooding and going into the elevator.

Resolution No. 2010-091 - Upon conclusion of the above referenced discussion a motion was made by Brett Housley and seconded by Bonnie Howe that the Rootstown Township Trustees move out of executive session at 7:00 PM. Upon roll call the vote as follows: Diane Dillon, yea, Bonnie Howe, yea, Brett Housley, yea.
After exiting Executive Session, the Trustees took no action.
NEW BUSINESS
Brett agreed to contact Sean Sprouse, Burnham & Flowers to schedule a meeting to discuss health benefits.
A realtor contacted Diane regarding property for sale close to the parkland property (formerly Englehart). Diane said there is no frontage to the property and is not buildable to anyone but adjacent owners. Diane informed the realtor that if the seller is willing to donate it to the Township to let the Trustees know.
Diane gave the Board a copy of the Hot Stove agreement to review. If the Board wishes to amend the agreement, we need to give sixty (60) days notice. Their agreement expires in November.
Brett believes the Summerfest needs security or a deputy on duty. The Township Park closes at dusk and residents should not be on Township property after that. Bonnie said there was security last year. The Board agreed there needs to be security in the future.
FISCAL OFFICER
JoAnn gave the Board a letter from the Ohio Department of Transportation regarding the purchase of sodium chloride (rock salt) for the 2010-2011 winter season. The price for salt is $43.20 per ton.
JoAnn gave the Board a letter from Bill Steiner, Portage County Solid Waste Management District informing the Trustees they will be placing two (2) more recycling containers at the New Milford Road Recycling Site for #3-7 plastics.
The Board received an e-mail from Tom Zawistowski, Portage County TEA Party requesting the Township adopt a resolution in support of the state of Arizona to have immigration laws enforced. After discussion the Board agreed that they are non-partisan and it is not in their purview to weigh in on this matter.

Brett said there are no 25 mph signs posted in Cobblestone Development. He will contact Darrell.

After exiting Executive Session, the Trustees took no action.
