MINUTES OF THE ROOTSTOWN TOWNSHIP TRUSTEES
May 27, 2008

The regular meeting of the Rootstown Township Trustees opened at 5:30 p.m. on May 27, 2008. Those in attendance were Trustees Diane Dillon, Bonnie Howe and David Armentrout, JoAnn Townend, Fiscal Officer, Darrell Stephens, Jim Mahood, Van Black Chief Palmer and Julie Gonzales.

Resolution No. 2008-103 – Motion was made by Bonnie Howe and seconded by David Armentrout Howe to accept the minutes with changes of May 13, 2008. Upon roll call the vote was as follows: Diane Dillon, yea, David Armentrout, yea, Bonnie Howe, yea.

Resolution No. 2008-104 – Motion was made by David Armentrout and seconded by Bonnie Howe to amend the following resolutions to read “approve” instead of “amend”:

ROAD SUPERINTENDENT’S REPORT

The Issue 2 has been completed for 2009. The total amount is $172,800 and the Township’s share is $86,400. This project is for Lakewood Estates.

Resolution No. 2008-105 – Motion was made by Bonnie Howe and seconded by David Armentrout to advertise for bids for road materials for Sabin Drive, Siefer Drive, Moser, Nina and Ruth Drives. The sealed bids will be opened on Tuesday, July 8, 2008 at 5:15 PM at the Town Hall. Upon roll call the vote was as follows: Diane Dillon, yea, David Armentrout, yea, Bonnie Howe, yea.

Darrell will be meeting with a representative regarding the cost to pull the underground storage tanks.

In response to the letter from Mickey Marozzi, Portage County Engineer dated May 14, 2008 regarding performing a ball bank curve study on Meloy Road; the Board agreed for Julie to send a letter approving the study.

The road crew will be attending a stormwater meeting on June 6th at 8:00 AM.

The new truck has been shipped.

The cost to scrap the grater is $1,800.00.

Darrell would like to rent a laser to install the holes for the playground equipment at the park.

There were no funerals since the last meeting. There is one scheduled for Friday.

To date Darrell has received one (1) estimate on the storage building.

Darrell will be ordering cemetery markers from Champion Cemetery.

Darrell updated the Board of his strategic plan that he presented to the Board at the beginning of the year.

Dave received a complaint from a resident a Bent Oaks regarding drainage problems. Darrell inspected the catch basin which had a hole. Dave contacted the County Engineer.

Rob Such has completed the map of Homeland Cemetery. Dave suggested making a copy.

ZONING INSPECTOR’S REPORT

There were seven (7) act of business.

Jim sent a certified letter to Bob Weissman of Sandy Lake Road regarding a complaint he had about several barking dogs. Debbie Flighter filed a report with the Sheriff’s Department. He will keep the Board informed.

The outdoor furnace permit deadline has expired. Anyone who applies for a permit will be charged.

Resolution No. 2008-106 – Motion was made by David Armentrout and seconded by Bonnie Howe to set a public hearing for Tuesday, June 24, 2008 at 6:30 PM at the Rootstown Town Hall for the following zoning amendments:

Resolution No. 2008-107 – Motion was made by David Armentrout and seconded by Bonnie Howe to appoint Ann Marie Mullenix to the Zoning Commission for the unexpired term of Bob Baumgarder thru December 31, 2012. Upon roll call the vote was as follows: Diane Dillon, yea, David Armentrout, yea, Bonnie Howe, yea.

Diane asked Jim if he completed his strategic plan for 2008. Jim said he was not aware of doing one; but will complete one. Dave said he would assist him.

FIRE DEPARTMENT

Chief Palmer reported for the month of April 2008 they billed $3,200.00 for non-resident ambulance billed and collected $2,587.84. To date they have collected $12,463.49.

The new radios have arrived and have been programmed and are in service.

Chief Palmer updated the Board on his strategic plan for 2008.

Diane spoke to Jon Barber, Director of Portage County Homeland Security and Emergency Management yesterday regarding reverse 911. Jon informed her that his facility is not warning center for the area for 911. Chief Palmer was not aware of that and will be contacting Brimfield Township to see what system they are using.

Dave noticed some decaying of the edging of the windows of the fire department. Chief Palmer is aware of the decaying and contacted the company; they will give us supplies to redo it. Chief Palmer requested they send a representative out to makes sure is it done correctly so it will not happen again. Diane will also ask Bruce Spurling to inspect the windows.

UNFINISHED BUSINESS

Park

The pond at the park still needs to be stocked.

The road crew will be digging holes to set the poles for the playground equipment on Friday. They will be installing the playground equipment Saturday morning.

Don Smith will be farming the area adjacent to the park. He will be planting soy beans.

There will need to be another pipe to be installed at the park for drainage purposes.

Dave suggested creating a hill at the park for sled riding.

NEW BUSINESS

Resolution No. 2008-108 – Motion was made by David Armentrout and Bonnie Howe to donate an additional $50.00 to the Rootstown Lions Club for the Memorial Day parade. The Board also agreed to a new annual donation of $150.00. Upon roll call the vote was as follows: Diane Dillon, yea, David Armentrout, yea, Bonnie Howe, yea.

JoAnn received approximately $100.00 for the flag pole donations. The Board agreed to send the money back to the person who donated it because we did not get enough money to proceed.

FISCAL OFFICER

JoAnn gave the Board information from NEO/SO regarding a bulk salt program.

JoAnn gave the Board information regarding the Cuyahoga Watershed.

JoAnn gave the Board a letter from Mosyjowski & Associates regarding several options the Board could choose regarding hooking into the County septic system. The Board will make a decision at their next Board meeting.

Resolution No. 2008-109 – Motion was made by Bonnie Howe and seconded by David Armentrout to pay bills on file with the Fiscal Officer. Upon roll call all yeas and no nays.

There will be a Workshop sponsored by the Portage County Homeland Security and Emergency Management on June 11th from 3:00 PM – 5:00 PM at the Family & Community Services on Oakwood Street in Ravenna. Diane agreed to attend.

The Board discussed the correspondence dated May 21, 2008 from the Portage County Budget Commissioner requesting support for the deficit for the Health Department.

Resolution No. 2008-110 – Motion was made by David Armentrout to support the Portage County Budget Commission’s request for millage of 0.054 with the understanding that these fees are reduced per capita. This motion died due to a lack of a seconded.

Resolution No. 2008-111 – Motion was made by Diane Dillon and seconded by Bonnie Howe to respond to the Portage County Budget Commission stating at this time the Rootstown Township Board of Trustees do not support any chargeback(s) to be assessed from the Township for the Portage County Health Department. Upon roll call the vote was as follows: Diane Dillon, yea, David Armentrout, nay, Bonnie Howe, yea.

The Township has too many unknown expenses with the price of gasoline and health benefits.

Resolution No. 2008-112 - Motion was made by Diane Dillon to adjourn at 8:15 PM.
