MINUTES OF THE ROOTSTOWN TOWNSHIP TRUSTEES
May 24, 2011
The regular meeting of the Rootstown Township Trustees opened at 5:30 p.m. on May 24, 2011. Those in attendance were Trustees Brett Housley, Bonnie Howe and Diane Dillon, JoAnn Townend, Fiscal Officer, Chief Charles Palmer, Bill Hahn, Jim Mahood, Van Black, and Julie Gonzales.
Resolution No. 2011-090 Motion was made by Diane Dillon and seconded by Bonnie Howe to accept the minutes of May 10, 2011. Upon roll call the vote as follows: Diane Dillon, yea, Bonnie Howe, yea, Brett Housley, yea.
ROAD SUPERINTENDENT REPORT
Bill reported that the culvert pipe on Wilkes Road and Hattrick Road need replaced. The Road Crew will be able to install the pipe on Wilkes Road at a cost of $2,226.00. The pipe on Hattrick Road will have to be contracted out because they have to dig approximately 8 feet. The pipe will cost $2,320.00.
Resolution No. 2011-091 Motion was made by Bonnie Howe and seconded by Diane Dillon to replace the culvert pipe on Wilkes Road from Marlboro Supply at a cost not to exceed $2,226.00. Upon roll call the vote as follows: Diane Dillon, yea, Bonnie Howe, yea, Brett Housley, yea.
Cemetery
There were no funerals since the last meeting.
The shrubs at the cemetery have been trimmed and they installed new gravel in the drives.
Park
Bill informed the Trustees the sign for the new pavilion has been completed. The crew will stain and put it up.
Resolution No. 2011-092 Motion was made by Bonnie Howe and seconded by Diane Dillon to purchase a $50.00 gift card from Giant Eagle for the Maplewood Career Center students who made the new sign for the pavilion at the park. The new picnic tables are in the new pavilion. Bill suggested staining them and getting them engraved like the others. The Road Crew can do these.
As soon as it dries up the crew will plant grass seed around the pavilion.
Bill reported that several shingles have blown off the new pavilion. He will contact the builder to have them repaired.
Resolution No. 2011-093 Motion was made by Diane Dillon and seconded by Bonnie Howe to purchase two (2) grills from Lowes to be installed at the park at a cost not to exceed $525.00. Upon roll call the vote as follows: Diane Dillon, yea, Bonnie Howe, yea, Brett Housley, yea.
Bill suggested placing speed bumps at the Gracie Field Park drives. The Board agreed.
Resolution No. 2011-094 Motion was made by Bonnie Howe and seconded by Diane Dillon to participate in the Ohio Department of Transportations sodium chloride (rock salt) contract for the 2011-2012 winter season. ZONING INSPECTOR REPORT
There were three (3) acts of business.
2 fences 1 swimming pool There was one variance applied for to an addition to a home on Muzzy Lake.
Jim spoke to Chris Meduri to ask if the Township could require permits for oil and gas drilling. Mr. Meduri said Townships are not allowed to require permits. Jim notified Ryan Dean from Chesapeake Energy. Mr. Dean said there is one drilling to take place in Rootstown (arrowhead well). He would not give Jim a location of the drilling. Jim invited Mr. Dean to the next Board meeting on June 14th.
Jim received an invitation from NOPEC Powering Our Communities Grant Program on Wednesday, June 8th in Independence.
Jim, Van, AnneMarie Mullenix, George Tishma and Derek Ball attended the Regional Planning Meeting on the 19th.
Two (2) members of the Zoning Commission are interested in attending the seminar on July 29th.
The new computer is up and running.
Diane received a call from a resident on New Milford Road regarding her land getting flooded. Jim suggested they contact the County Engineer; it is a Storm Water issue.
Diane asked Jim to get an update on the clean up of the Magargee property on Rootstown Road. Diane also said the house across the street needs to be condemned.
Bonnie said Mickey has a list of permits issued by the Ohio Department of Natural Resources regarding oil and gas drillings.
Resolution No. 2011-095 Motion was made by Bonnie Howe and seconded by Diane Dillon to ask the Ohio Department of Natural Resources to notify the Rootstown Township Trustees and Jim Mahood, Zoning Inspector of any oil and/or gas well drillings that are going to be drilled within Rootstown Township. Kevin Hallock who lives on Ruth Drive was present and said the back of his property is abutting Homeland Cemetery. He said a contractor for gas drilling has contacted him to install an easement on his property. They offered him free gas and he wondered if the school could also benefit from this? Mr. Hallock will attend the next Board meeting on June 14th when the representative from Chesapeake Energy will be present.
Brett attended the Zoning Commission meeting.
FIRE CHIEF REPORT
The following is a breakdown for April 2011 non-resident ambulance billing:
Billed Amount: $2,591.00 Collected Amount: $5,286.55 Year to date Billed $14,271.00 Year to date Collected: $13,589.15 The Fire Department participated with the local Key Bank employees for the Annual Neighbors Make the Difference Day. The employees helped mulch and plant flowers around the fire station and back parking lot. The Road Crew hauled mulch for this project. The flowers were purchased from Klines Nursery.
The Fire Station will participate in the Summerfest at Gracie Field on Saturday from 2:00 PM 6:00 PM. Life flight will be there approximately at 4:00 PM.
UNFINISHED BUSINESS
The Board discussed Senate Bill 5.
The Board signed the agreement with Blackboard Connect, Inc. which provides Rootstown Township residents a first alert telephone emergency communication.
Bonnie obtained information from Brian Ford, County Engineer regarding the reflective sign policy. Bonnie gave Bill a copy.
Brett spoke to Sean Sprouse regarding the health benefit renewal. Sean will e-mail Brett applications the first week of June.
The Board has discussed the Rootstown Water Company federal funding project. The Board has no objections. Brett will e-mail Claudia from Regional Planning Commission to let her know.
FISCAL OFFICER
Resolution No. 2011-096 - Motion by Diane Dillon and seconded by Bonnie Howe to pay bills on file with the Fiscal Officer. Upon roll call the vote as follows: Diane Dillon, yea, Bonnie Howe, yea, Brett Housley, yea.
JoAnn gave the Board a notice of a hearing of the Rootstown Water Company which will be held August 30th. Also, a notice of a bench trail to be held on September 6th.
The Klustys have dismissed their case.
