MINUTES OF THE ROOTSTOWN TOWNSHIP TRUSTEES
February 10, 2009

The regular meeting of the Rootstown Township Trustees opened at 5:30 p.m. on February 10, 2009. Those in attendance were Trustees Bonnie Howe, David Armentrout and Diane Dillon, JoAnn Townend, Fiscal Officer, Darrell Stephens, Van Black, Chief Palmer and Julie Gonzales.

Resolution No. 2009-034 – Motion was made by Diane Dillon and seconded by David Armentrout to accept the minutes of January 27, 2009. Upon roll call the vote as follows: Diane Dillon, yea, David Armentrout, yea, Bonnie Howe, yea.

FIRE CHIEF’S REPORT

Chief Palmer has applied for an Ohio Fire Marshal Fire Training Grant requesting $6,400.00 for training reimbursement for 2008 training classes.

Chief Palmer gave the Board a copy of Mark Ladd’s medical retirement letter effective January 29, 2009. Chief Palmer has given the written test to choose his replacement. This candidate will be sent for a mental and health screening.

The actual carry over for FY 2008 was $279,455.00. Actual budget appropriation for last year was $799,926.00. The expenditures were $713,069.00 with a 2008 carry over of $86,857.00. Each line item was close to the appropriation with the exception of the training line, which will be reimbursed with grant money. Due to unreported contributions by the prior clerk for 1998 the pension line was $21,471.56 over the appropriation.

For 2008 they billed $66,570.00 for non resident ambulance billing, collected $45,144.00. In 2007 they billed $55,245.00 and collected $33,734.43.

JoAnn gave Diane the Ali CD as presented by Jon Barber, Director of Portage County Homeland Security & Emergency Management.

ROAD SUPERINTENDENT REPORT

Resolution No. 2009-035 – Motion was made by David Armentrout and seconded by Diane Dillon for testing three (3) above ground tanks by Tanks Integrity Services in an amount not to exceed $1,563.50. Upon roll call the vote as follows: Diane Dillon, yea, David Armentrout, yea, Bonnie Howe, yea.

The water fountain in the garage needs to be replaced. Darrell said the cost to replace it is $500.00-$700.00 from Grainger. The Board suggested taking the one located in the Town Hall at this time. Darrell will contact a plumber.

Resolution No. 2009-036 – Motion was made by Diane Dillon and seconded by David Armentrout to hire English Plumbing to install new pipes at the rental house in an amount not to exceed $1,730.00. Upon roll call the vote as follows: Diane Dillon, yea, David Armentrout, yea, Bonnie Howe, yea.

Darrell attended a pre-construction meeting last Thursday regarding the sewer project. Hirst Construction will begin next week.

The paperwork for the training seminars has been completed and given to JoAnn.

There were no funerals since the last meeting.

Darrell received three (3) quotes for the 24X30 storage building to be built at the Homeland Cemetery. They are as follows:

MJH Construction $19,300.00
Gary Miller $18,982.00
Litsinger $18,550.00

Darrell said all quotes are priced with the same supplies with the exception of Litsinger. They have included a thirty (30) year warranty on the shingles and will be using 5/8” plywood. Bonnie suggested holding off on building the storage building at this time until Issue 2 monies are in place. The Board agreed.

Darrell said since the road crew will be mowing the park they will need to purchase a trimmer for trimming purposes. He suggested either having the company who mows the cemetery to also trim the park or purchase a trimmer. The Board asked Darrell to get quotes on a trimmer.

ZONING INSPECTOR REPORT

Van reported that is has been quiet.

Dave said the Zoning Board of Appeals will not be meeting and suggested they schedule an organizational meeting to appoint chairperson and vice chairperson.

RESIDENT’S COMMENTS

Dave met with the Hot Stove members on February 8th to negotiate the contract between Hot Stove and the Rootstown Township Trustees. Mike Riley, Vice President of the Hot Stove was present. Mr. Riley said any assistance is appreciated.

FISCAL OFFICER REPORT

JoAnn gave the Trustees an updated Portage County Township Officials listing as presented by Mickey Marozzi, County Engineer.

JoAnn gave the Trustees a copy of a letter from the Portage County Commissioners in response to our letter regarding updating Portage County Regional Planning Commission’s Subdivision Regulations.

Resolution No. 2009-037 - Motion by David Armentrout and seconded by Diane Dillon to pay bills on file with the Fiscal Officer. Upon roll call the vote was as follows: Diane Dillon, yea; Bonnie Howe, yea; David Armentrout, yea.

JoAnn received an invoice from Chris Meduri, Portage County Prosecutor’s Office for cost of copies relating to the Rootstown Water Company court case.

Resolution No. 2009-038 – Motion was made by David Armentrout and seconded by Diane Dillon agreed to pay for the cost of copies related to the Rootstown Water Company court case to the Portage County Prosecutor’s Office in an amount not to exceed $180.00. Upon roll call the vote was as follows: Diane Dillon, yea; Bonnie Howe, yea; David Armentrout, yea.

UNFINISHED BUSINESS

Resolution No. 2009-039 – Motion was made by David Armentrout and seconded by Diane Dillon to donate $250.00 to the Rootstown Local Schools for the 1st quarter publication of the Township newsletter in their Communicator. Upon roll call the vote was as follows: Diane Dillon, yea; Bonnie Howe, yea; David Armentrout, yea.

Diane reported she is in the process of making arrangements with Municipal Publications regarding producing a Township newsletter.

NEW BUSINESS

Bonnie presented a FMLA seminar to be held on April 27th. Bonnie will see if Tommie Jo, Portage County Prosecutor’s Office or Karen U’Halie, Director of Portage County Human Resources is interested.
